Prepare Windows Server for Drip

Check the Windows Server version and runtime Drip needs.

Drip runs on Windows PowerShell 5.1 with .NET Framework 4.8. Use a Windows Server version that supports them; see .NET Framework system requirements.

Drip can also run on a supported Windows 10 or 11 desktop, but it is intended to run on a server that is available after hours.
